Pinpointing the resilient few in a post-OBBBA era

Due to attractive prices, projects in ISONE and NYISO lead amid tax credit shakeup

CALGARY, Alberta (August 20, 2025) — Enverus Intelligence® Research (EIR), a subsidiary of Enverus, the most trusted energy-dedicated SaaS company that leverages Generative AI across its solutions, has released an evaluation on which renewable asset owners have the most resilient queued portfolios across the Lower 48 following the signing of the One, Big, Beautiful Bill Act.

“Our new report shows that regions like U.S Northeast like New York and New England experience attractive generation-weighted price premiums, making projects in these areas more resilient to tax credit loss under President Trump’s One Big Beautiful Act,” said Corianna Mah, lead author of a new report from EIR.

“We used our economic models for queued projects and estimated construction start dates to determine the share of each renewable owner’s portfolio that is resilient to tax credit loss, as well as the portion of sensitive capacity expected to qualify before the tax credit deadline.”

Key takeaways from the report:

  • ISONE and NYISO remain resilient markets for solar and onshore wind, even without tax credit support.

  • Although many project owners have queued capacity that is sensitive to tax credit loss, some developers have large portions of their queues that are expected to start construction before July 4, 2026. These projects have a four-year placed in-service (PIS) period to become operational and qualify for tax credits under the OBBBA.
