Libya’s First Bid Round in 20 Years: Results, Risks and the Road Ahead

Patrick is Director – Global Intelligence at Enverus, where he previously held positions in Technical Sales, Consulting, and Product Management. Before joining Enverus, he spent 26 years working with large and small E&P companies as a member of exploration teams focused on basins in North America, Saudi Arabia and central Europe, in roles from prospect generation and exploration management to business development and executive leadership. Patrick holds an A.B. in Earth Sciences from Dartmouth College and an M.S. in Exploration and Development Geophysics from Stanford University.

Elvis is responsible for creating and implementing Absolute Imaging’s vision and mission, formulating and implementing the short and long-term strategic plans, overseeing the over-all operations as well as leading market expansion both domestically and internationally. The MENA region is becoming an integral market for Absolute, specifically Morocco, Algeria, Tunisia, Libya and Egypt. Absolute’s Libya initiative started in August 2017 and has resulted in projects with Akakus Oil Operations, Sarir Oil Operations, Waha Oil Company and Zallaf Libya Oil and Gas Company. Elvis is a co-founder of Absolute Imaging, a graduate of the University of Alberta (B.Sc. Geophysics) and is a member of APEGA, CSEG, SEG, EAGE and AAPG.

David is a seasoned energy executive with over 30 years of international and Canadian oil and gas experience. He currently leads Amira’s MENA-focused initiatives, driving brownfield redevelopment programs and structuring master services and production enhancement agreements. In the public markets, David played a key role in scaling a recapitalized platform from approximately $30 million to over $2 billion in enterprise value. Over his career, he has led more than $2 billion in global asset acquisitions and transitions. In senior technical and operational leadership roles, David has consistently delivered production and reserves growth, underpinned by a strong track record in performance optimization, cost efficiency, and value creation across complex operating environments.

Imran holds a BSc in Petroleum Geology and an MSc in Petroleum Geoscience. Following his postgraduate studies, he gained field experience as a mud logger onshore Romania. He joined Enverus in October 2020, initially covering North West Europe, before taking on Continental Europe in early 2022 and North Africa in early 2025.
