For developers, large energy buyers, and utilities, the implications run well beyond customer bills. Rate structures shape PPA competitiveness, procurement appetite, and which generation projects pencil out.
At EVOLVE 2026, Doug Lewin (Energy Markets Development, Texas Lead at Google), Sam Newell (Principal, The Brattle Group), and Margarita Patria (Principal, Charles River Associates) examine where rate design is heading and what it means for every stakeholder in the power value chain.

Member, Energy Market Development Team, Google
Lewin is part of Google’s Energy Market Development team, leading energy strategy and market design work in Texas. Before Google, he founded and was President of Stoic Energy, an energy consulting firm in 2018, and founded the Texas Energy & Power Newsletter and the Energy Capital Podcast. Previously, Doug led regulatory affairs and market development for CLEAResult, and was the founding Executive Director of the South-central Partnership for Energy Efficiency as a Resource (SPEER). Lewin worked at the Texas Legislature for five years as a legislative aide, primarily on energy, environment, and climate issues for three different elected officials in the House and Senate. Lewin earned his Bachelor’s and Master’s degrees from the University of Texas at Austin and is a proud husband and father of four children.

Lead, Electricity Group, Brattle
Dr. Newell leads Brattle’s Electricity Group of 65 consultants addressing clients’ economic questions in the electricity industry. His 25 years of consulting experience centers on electricity wholesale markets, market design, transmission planning, resource planning and contracting, resource valuation, and policy analysis. He advises, conducts studies, and testifies in state and federal proceedings for a variety of clients, including ISOs, state energy agencies, infrastructure investors, and wholesale market participants. Dr. Newell earned his PhD from the Massachusetts Institute of Technology, his MS from Stanford University, and his BA from Harvard College.

Principal, CRA
Dr. Margarita Patria is an energy economist and market design expert, specializing in data-driven analytics for power markets and large-load integration. As a Principal at CRA, she advises utilities, ISOs, regulators, and data centers on market design, policy, procurement, and forecasting, with a particular focus on data center load growth, resource adequacy, and power strategy. She leads complex energy procurements and auction processes, combining econometrics, market modeling, and industry analysis to support high-stakes decisions. Dr. Patria holds a Ph.D. in Economics from Boston College and serves as adjunct faculty at Northeastern University, where she teaches the Economics of Energy Markets.
