ERCOT This Fall: Transmission Outages, Wind and the Challenge of Binding Constraints

As the fall season arrives in Texas, ERCOT grid enters a crucial period known as fall outage season. This is the time when transmission and generator equipment undergo planned maintenance, preparing the grid for potential challenges of winter. While these outages are necessary for maintaining the long-term reliability of the grid, they also bring short-term impacts such as increased transmission congestion.

These outages can temporarily reduce transmission capacity, forcing power flows onto fewer lines increasing the risk of congestion and binding constraints. With fewer lines available, power flows from high generation areas such as West Texas to load centers like Dallas and Houston can cause transmission congestion.

Combination of transmission outages and weather events during the fall season can increase binding constraints in ERCOT. When wind production is strong in the fall and the transmission lines are out, the inability to move this power efficiently can create congestion forcing ERCOT to curtail wind generation and drives up the prices. Market participants should monitor these fall outages and weather impacts closely to optimize their market positions and hedge against risks. Enverus congestion forecasting tool Panorama helps analyze the forward-looking congestion due to a planned transmission outage. ERCOT publishes state estimator case that is used in this power flow simulation. Below screenshot from panorama is showing a 345KV line outage in the West Texas increasing the flows on critical path and causing binding constraints. HB_West prices see bullish impact from this constraints and HB_North/HB_West spread expands. This constraint will also increase the HB_West/LZ_West spread. We are not able to share specific equipment names due to CEII restrictions.

Our RT monitoring tool Mosaic gives current system conditions and near-term renewable forecasts, which helps analyzing the wind production impact on the constraints. The screenshot below shows the strong off-peak wind production in the North/West region that is increasing the flow on the constraint and increasing the risk of its binding.
