EIR’s model shows powered-land can rise more than 20-fold in value as data center sites reach energization

With only a ~5% modeled chance of reaching that final stage after entitlement, utility commitments mark a critical valuation milestone

byJon Haubert

CALGARY, Alberta (Oct. 28, 2026) — Enverus Intelligence® Research (EIR), a subsidiary of Enverus, the leading energy data analytics platform, is releasing a new report evaluating how land values can dramatically change as data center development projects progress toward energization.

EIR’s six-stage powered-land valuation framework finds that modeled value can increase more than 20-fold as a site advances from raw, screened land to energized capacity. The research highlights the importance of utility power commitments in that progression, identifying the will-serve reservation as the most significant single valuation inflection point in the model.

The report also underscores the risks between acquiring land and securing deliverable power. Entitlements and preliminary utility studies do not guarantee that a project will reach energization. EIR’s framework accounts for the probability of completing successive development stages and the value of the land’s industrial fallback use.

EIR’s review of 28 powered-land transactions completed between 2018 and 2026 finds that pricing varies by development stage and geography. The report also highlights a limitation in the available transaction evidence: only four closed deals disclosed contracted capacity alongside price, constraining direct comparisons of powered-land values on a capacity basis.

“The value of land intended for data center development depends on more than the acreage acquired,” said Ashmal Dawoodani, EIR analyst and report author. “The degree of certainty around power delivery can materially change how a site is valued, but the path from initial site control to energization carries meaningful development risk. Our research provides a framework for understanding those milestones without treating early progress as a guarantee of eventual power availability.”

Key takeaways:

  • EIR’s powered-land framework evaluates six development stages, from raw, screened land through energization.
  • Utility will-serve reservations represent the largest single increase in modeled value between consecutive stages.
  • Early development milestones do not guarantee that a site will secure power and reach energization.
  • EIR reviewed 28 powered-land transactions completed between 2018 and 2026, finding differences in pricing by geography and development stage.
