ERCOT faces the prospect of enormous projected load growth, which will demand a commensurate expansion of power generation and transmission capacity to ensure reliable operation. With its market design anchored to an energy-only construct, what can be done to assure long-term resource adequacy (RA)? And with the vast majority of new assets in the interconnection queue being wind, solar, or storage, with very little dispatchable generation, does ERCOT need to worry about system inertia and protecting itself against disruptions? Everyone says we need more reliability, but there is a reluctance to pay for it. Can the interests of parties in the market making investment or sell decisions be better yoked to those making the buy decisions, and their customers?

The ERCOT market reached a fundamental tipping point, transitioning from a landscape traditionally dominated by natural gas fuel costs and thermal heat rates to one increasingly defined by flexibility requirements. This session explores the emergence of a bifurcated grid, where combined-cycle gas units serve as an anchor for stability, while energy storage resources have become the primary marginal workhorse. Drawing on recent nodal dispatch data, we will analyze the flexibility premium currently commanded by storage and examine the regional nodal ceilings created by legacy assets operating at their physical limits.
